Elle en perd. Les organisations qui opposent sant\u00e9, s\u00e9curit\u00e9 et performance prennent un pari dangereux sur l\u2019accident, le droit social, la responsabilit\u00e9 de l\u2019employeur et la continuit\u00e9 du travail. \u00c0 l\u2019inverse, int\u00e9grer les principes g\u00e9n\u00e9raux de pr\u00e9vention des risques professionnels, la formation sant\u00e9 et s\u00e9curit\u00e9 au travail, la transmission des pratiques r\u00e9elles et le suivi des comp\u00e9tences, s\u00e9curise l\u2019efficacit\u00e9 collective, dans le respect du code du travail.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Opposer <\/span><b>sant\u00e9 et s\u00e9curit\u00e9 au travail<\/b><span style=\"font-weight: 400;\"> et performance reste une erreur fr\u00e9quente dans les organisations \u00e0 forte intensit\u00e9 de gestes m\u00e9tier. Le <\/span><b>code du travail<\/b><span style=\"font-weight: 400;\"> (art. L.4121-1) impose \u00e0 l\u2019employeur une <\/span><b>obligation de s\u00e9curit\u00e9<\/b><span style=\"font-weight: 400;\"> et de r\u00e9sultat en <\/span><b>mati\u00e8re de pr\u00e9vention<\/b><span style=\"font-weight: 400;\">. Ce cadre est technique, professionnel, issu de d\u00e9cennies de <\/span><b>recherche et de s\u00e9curit\u00e9<\/b><span style=\"font-weight: 400;\"> men\u00e9es par l\u2019INRS et l\u2019OIT.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Quand la <\/span><b>s\u00e9curit\u00e9 du travail <\/b><span style=\"font-weight: 400;\">est trait\u00e9e comme un co\u00fbt, les <\/span><b>conditions de travail<\/b><span style=\"font-weight: 400;\"> se d\u00e9gradent. La situation devient risqu\u00e9e. Les travailleurs compensent, improvisent, contournent. Un exemple fr\u00e9quent dans les locaux logistiques: acc\u00e9l\u00e9rer un <\/span><b>travail en hauteur<\/b><span style=\"font-weight: 400;\"> sans protection adapt\u00e9e. Le r\u00e9sultat tombe parfois le jour m\u00eame, parfois des mois plus tard. Ils ont une cause organisationnelle document\u00e9e. Les rapports publics rappellent l\u2019impact sur la <\/span><b>s\u00e9curit\u00e9 sociale,<\/b><span style=\"font-weight: 400;\"> la <\/span><b>prise en charge<\/b><span style=\"font-weight: 400;\">, les sanctions, voire la <\/span><b>faute inexcusable<\/b><span style=\"font-weight: 400;\">. \u00c0 l\u2019\u00e9chelle d\u2019un \u00e9tablissement, la d\u00e9sorganisation, l\u2019absent\u00e9isme, la perte d&rsquo;un collaborateur exp\u00e9riment\u00e9 et la tension sociale p\u00e8sent lourd.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les directions qui n\u00e9gligent l\u2019\u00e9valuation des risques et le <\/span><b>Document Unique <\/b><span style=\"font-weight: 400;\">d&rsquo;\u00c9valuation des Risques Professionnels (DUERP) s\u2019exposent \u00e0 l<\/span><b>\u2019inspection du travail<\/b><span style=\"font-weight: 400;\">, \u00e0 des proc\u00e8s, \u00e0 des rappels de l\u2019administration. Le <\/span><b>minist\u00e8re du Travail<\/b><span style=\"font-weight: 400;\"> publie r\u00e9guli\u00e8rement des recommandations et guides. Ces principes sont align\u00e9s avec le cadre de directives de l\u2019Union europ\u00e9enne et les conventions de l\u2019OIT.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le r\u00f4le du directeur de site est central: arbitrer, assurer la s\u00e9curit\u00e9, coordonner les \u00e9quipes, dialoguer avec les membres du comit\u00e9, suivre les donn\u00e9es. Les rapports de l\u2019INRS, comme ceux publi\u00e9s par le minist\u00e8re du Travail, documentent ce ph\u00e9nom\u00e8ne depuis des ann\u00e9es : dans les \u00e9tablissements o\u00f9 la pr\u00e9vention des risques professionnels reste formelle, v\u00e9cue comme une obligation administrative de plus, l\u2019usure s\u2019installe et les d\u00e9parts deviennent un mode de protection individuelle de son <\/span><b>int\u00e9grit\u00e9 physique<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00c0 l\u2019inverse, l\u00e0 o\u00f9 la <\/span><b>s\u00e9curit\u00e9 et sant\u00e9 au travail <\/b><span style=\"font-weight: 400;\">est trait\u00e9e comme une r\u00e9alit\u00e9 concr\u00e8te, discut\u00e9e, ajust\u00e9e au plus pr\u00e8s des pratiques, un autre signal est envoy\u00e9. Reconna\u00eetre un savoir-faire s\u00fbr, adapter une organisation, corriger une situation dangereuse, ce n\u2019est pas seulement pr\u00e9venir un risque.
